no, selective pokemon who share a common structure with one another. think of things like fusing a lanturn and a gyrados to make a raidos(elctric/gyrados) or items that mutate evolution. like the "doom chains" <crapyname> that will cause your houndour to not evolve into a houndoom but a new 3-headed subspecies.

I don't know if Legendaries belong to an egg type like the rest of the Pokemon races, but if they do, that would make a nice fusion criteria. Only Pokemon of the same egg type can fuse or something like that.

All legendaries belong to egg group x, also know as the "no eggs" egg group. I have to say though, Arcatina looks cooler than Arceus, but Giratina still looks cooler than either.
