Yeah, the creators knew what they were doing when they made her in Sonic Adventure 2. There was actually a pretty decent chance it would have been the very last Sonic game by Sega since Sega was doing very poor financially at the time with the dying Dreamcast and the PS2 looming ever-so closer to just dominating that generation. So I guess they figured "Hell, we might as well go all out" and made her as the 3 foot 7 (110 cm) tall little bombshell that we know her for. Jiggle physics, exaggerated curves and all.
Hell, if you look at the textures for her model in-game close enough you can actually see her cameltoe.
