No, it's definitely Hiei or some other dmeon. Yusuke doesn't use the Dragon of the Darkness Flame (or whatever the Japanese name for it is).

WTF people seriously??? It is OBVIOUSLY Yusuke's demon form! If you haven't seen the end of the show, watch it, because that's where this shows up!!

The dragon thing is representative to his tattoo markings, and is just something cool that the artist added. That doesnt make him Hiei, who looks nothing like this.
Personally, I'm more curious about who the lady in the background is, not Yusuke. (clearly yusuke)
