Yeah, there is a lot of controversy in recent years about who does or doesn't count as a girl and I have mostly erred on a more traditional side here but even I will admit that lacking a penis is not a prerequisite to being a girl.

Me personally, I categorize futanari as its own gender. I knows it's pretty confusing on what to call a futanari, but futanari is literally just a girl with a dick, so a futa can be considered a futa or a female
