I think it's cool that when the XM29 OICW wasn't working instead of just dropping the project all together outright they tried to salvage or save it by working on making the rifle and grenade launcher components work better as two separate weapons. Then try to figure out how to make them work better as a multi-weapon when they recombine them again later down the road as a more streamlined improved version of the XM29 OICW.

Though the project eventually fell through anyways I still think the XM25 CDTE had potential to be it's own weapon and got robbed. It proved it's worth in active combat zones and, along with sniper grenade launchers like the Barrett XM109, fills a gap between automatic grenade launchers and more traditional grenade launchers.

Bureaucracy killed it, and it's a shame because they could have walked out of the program with an airburst grenade launcher instead of nothing.
