I believe that it is merely pointing out that Great Britain and Northern Ireland are both part of the U.K. and therefore Arthur represents them both.

because killing people with guns and lots of ammo isnt COOL enough! you have to go and wear a flag from your country as a cape and show the people your killing where you come from... as if they gonna say...
