I think its the old joke I heard back in Kindergarten. The "I Cup" one. Where you would ask a person to spell "I Cup" and they would reply with, "I See You Pee." But this is just speculation.

Look at the artist's other works. many of them have pokemon enjoying a nice hot cup of tea. This one has no mouth to enjoy it with. Also, the "I cup" joke only makes sense in English.
