This is Kasumi from Gold/Silver/Crystal and its remakes, which all take place three years after the original games. But it seems most people have either only seen the anime, or never got to the Kanto portion of G/S/C/HG/SS, because this version of her has been around for a decade and many don't seem to recognize it.
