I can't tell whether it's Buizel or Floatzel, but the point is, you can breathe out of your mouth rather than your nose and that's likely what it is doing. However, it could also be the way the artist drew the waterfall that made it seem like it was going up its nose...
And looking at it from yet another angle, it's a water pokemon. I doubt it notices or cares that water's going up its nose.

Who's here to debate the legitimacy of what's going on in this picture, it doesn't even matter. I've seen a lot of art on here that is impossible in real life, such as herms that have perfectly proportionate genitals, penises/breasts half the size of ones body (or larger), as well as poorly illustrated foreshortening and other simple body proportion. In any case I don't find this picture to be impossible at all. If you take the time to look at the actual shape of the waterfall, you'll notice it's U shaped by looking at the turbulence where the waterfall meets the creek.
