On the subject of him trying to capture Lupin:
He probably could capture Lupin briefly, as overly clumsy as both of them are (Lupin only about 35% of the time, and the other in his cockiness)... and then they would proceed to have to work together whilst being handcuffed at the wrists to defeat a mutual enemy, and then Lupin would give him the slip.
End of movie, fade to credits, job well fucking done.
