Okay, a bit of context. This drawing is set in a fantasy world where all slaves must have a collar shaped tattoo that binds them to their master and forces them to obey nearly every order with a few exceptions.
Those exceptions are:
1. A slave won't obey an order if the actions of said order are illegal.
2. A slave won't obey an order if said order is physically or mentally impossible for the slave to do.
3. A slave won't obey an order if said order put their life, or their master's life to risk, the first criteria can be bypassed if the order is to save their master's life.
The only way to break the seal and free a slave is if their master grant them ownership of any garment or clothes. Meaning that they aren't allowed to wear anything other than the bare minimum, that being a ragged loincloth.
The characters are:
Gaabizeth, the goblin girl; Leilana, the elf girl and Ru'Kaeyra, the oni girl.

Small problem with your setup/image then: if what you say is true, then there is literally no need for the chains. In fact, all it would do would be to make it harder to, for example, rush and save the masters life.

I imagined the girls to be mere house maids, not the bodyguard/party member type. And the magic crest only forces their body to obey, it doesn't take away their free will or consciousness, so the chains are just extra security. Though the real reason is that i
watched Magi and i find these kind of fetters hot. It's a magical setting, so let's just assume that those can come off with a simple command from their master.
