Um...I think they didn't want to sell a Dark Magician Girl card using this image. But I think Anonymous_Angel is right, it's probably because she has her rod between her legs (and somehow, that doesn't sound right).

what badperv and Anonymous_Angel say are correct. i read about it as well; america wanted to bring this out but the creator of yugioh says no because he KNOWS america will mess up his beloved dark magician girl artwork.

they would remove that cleavage line, change the hexagram on her chest to a solid color, give her shorts like how 4kids gave her one in the anime and/or remove her rod between her legs
