Actually it is slightly based off of the scrapped original plot. Originally Satoshi left at the end of the Orange Island season in order to train in the prestigious Talric region. However he had to travel there alone and was gone for two or three years. When he returned he, like all Talric champions, had transcended his humanity and was capable of wielding electric and thunder attacks like a Pokemon, Pikachu had also become more powerful capable of taking down many legendary Pokemon in a single blow. The orignal plot was scrapped as it was too dark for the series, especially considering it was based off of a children's game. (The fourth, fifth and sixth seasons revolve around a worldwide war which broke out due to genetic experimentations performed by team rocket.)

The pokemon after Jhoto were added in, although concepts had been designed, but they were follow up pokemon for the next generation, which had intersteller travel. i.e. THEY ARE NOT NATIVE TO THE ORIGNAL WORLD!
