Tough decision, really, but I'd say Saya.

They are almost the same. With help sakura/saya could destroy/change the world. Saya is as vulnerable(?) as sakura. Unless you know the right way to kill them they are almost immortal. And both of them could torture you and slave you for as long as they want.
