Yes, exactly as Anon #2 said. You can have a Nidoran(female) breed, and then train her into becoming a Nidorina all before evolving her with a Moon Stone.

Nidoran(male), Nidorino and Nidoking are all capable of mating, though. I am counting on Nintendo to eventually correct this system, either one way or another.
