Nothing "up to interpretation" about this. Suletta's blushing 'cuz she loves Secelia's juicy thighs, and the end of the anime's already made clear which way she swings.

Far as I'm concerned, this is actually canon. Maybe both Suletta & Miorine do "business" with her occasionally. Secelia is yet another blessing from the Gundam franchise!
