Isn't their country currently in a wartime scenario in the anime? I get the sense viewing this in the historical present with ETHNIC connotations is going to get you messed up.

Remember this is a work of fiction, after all. In the realm of an advanced 1930's or a sluggish '60's this is entirely possible. Especially given the military undertones of Japanese schools taken from the Prussian/German (Prussia is to German as Texas is to U.S.A.) military to begin with.
