I think that they have smooth skin, because it gives them a more man-like appearance, making them more relatable to rather than scaly Atlantis weirdos, allowing Ruto/LuLu to give the gamer that "omg hot monster/babe," which is in nearly every epic game. Also, as a Zora in Majora's Mask, there is this chick [treasure chest lady?] who finds you attractive and therefor gives you a discount; It all makes sense, to me. AND because they had minimal graphics, they probably avoided scales anyways.
