Chamcham's birthplace is called Green Vale (aka Green Hell). It is localized somewhere in South America and is somewhat based on Aztec society.

So it's easy to conclude Green Vale is in Mexico and therefore Chamcham is mexican, but I don't think it was ever offiicially confirmed.

Aztecs didn't lived in South America, They lived in Mexico, and Mexico is not in South America.
