Doesn't this scene kind of have a continuity issue with Ep 2(?) having them in the bath house, and Mihari having no issues about being so close to Mahori?

It's more of the fact that this is a private bath with them secluded alone, and whereas the bath house is an open public bath. Because Mihari knows that her brother had perverted habits before becoming a girl, she was nervous about being naked alone with him in the case he'd try something, whereas in the public bath house there was no need to worry about that as it would cause a scene.
