@BigStudBen That's the girl from the 1st opening.
The Japanese lyrics make a pun about something very hard (naka naka taihen dakedo) and being inside things (mizu no naka kusa no naka mori no naka), eventually ending with saying "inside that girl's skirt" (ano ko no SUKAATO no naka).

中 or naka means "inside", while なかなか or nakanaka means "very"

Technically, but a lot Changes were made from Japan to United States of America English Dubbed.. It still could be an Indirect Reference to Little Lady Giselle of Sorts 1 way or another, like an Early Design & all, even Giselle was technically based on the NPCs Lass Sprites.. I'm wondering if She was technically added to the Pokemon Yellow Version, just another indirect Reference of Sorts..
