Well considering pretty much everyone is after Ragna, I thought it was probably a 'fangirl dogpile' pic, but at the same time they all want Ragna for their own (probably bad) reasons. Hence partially the reason that Ragna looks like GAH! GTFO me!

Lets see. Carl was always after Ragna for the azure,so I'm not shocked to see Nirvana there, Kotone was using Lambda to hunt down Ragna (Down no why yet), Seeing how Makoto is apart of the NOL, its her duty to bring Ragna in (or her situation could be similar to how Taokaka met Ragna excluding the food part), and Litchi, who knows? Besides whose the person in the hooded robe?

i've seen Tsubaki's outfit, and that's nothing like it, so the robed figure has to be Platinum the Trinity. also, the robe looks like how the vaguely-accurate drawing from Hakumen's arcade ending in the first game suggests it would. my question is why a hundred-year-old with a multiple personality disorder would be after someone who possesses a FAKE fragment of the Azure Grimoire. (which i don't even get the naming of; it's not even a book, so technically it's not a grimoire.)
