A lot of people think footwear is sexy, particularly boots for their power, or high heels for their femininity. And seeing the underside could be erotic since it's rarely seen, which makes it intimate. It's something you might see if you were lower than them, them being in a dominant position, and they were going to step on you. It's also something you would see if they were on their back, like here, in a vulnerable, submissive position. It works either way. It's a very clean, pretty looking sole, which might help. Lastly, it's the centrepiece of what is a very attractive character, so might been seen as iconic.
I'm not into feet personally, so idk. hope that helps.
