The cloths are easy to do. Yes, they would both get drunk. My guess is that it's a Holloween party and they're going as someone who is rich or of high status with their own maid.

It's actually the pic to accompany a short story by the artist, Gammatelier.

The basic premise is, the rich snobby chick is in a car accident, and is only saved when the loyal maid allows her body to be used in an experimental surgery, saving her life by having them share a body. This doesn't really stop the snobby chick from continuing to boss her around, though. It's funny, it's cute, it's hot, I recommend it.
