Anon3 is right in that interpretation -- bondage is best done as a gradual progression from light to heavier to heavier still, until a comfort level is reached for both (or all) people involved.

Going from no bondage at all and transitioning directly into heavy bondage is a terrible, horrible idea as it can ruin the fun very fast.
