Every search I did came up with different results that it make no sense like she's part of re:zero or she's an original character for a cosplay line but I find different people cosplaying as her so I have no idea what franchise she's from or she related to the vtuber.

It looks like it's being marketed as an original character named Sister Charlotte, unrelated to the vtuber. I see it being sold as a figurine and as a costume, which includes a blonde wig.
