The crazy thing is that this outfit is totally canon and not some hentai change. I remember playing this game, and the cat girl not only didn't wear pants, but her attacks had her bend over at a 90° angle and put her tail up in the air.
I had a tendency to put Ryu in the back row behind her for roleplaying purposes.
