How far in age is Hotaru Tomoe? From what I could estimate through the series, there's no possible way that she would have developed this beautifully! Could this be an aftereffect of the Imperium Silver Crystal?

Saturn is only something like a year younger then the other senshi.

Uranus and Neptune are about the same ages as the inners. When the inners are 15 they are at most 16

From what info I've seen, Hotaru, when we see her in Sailor Moon S, is only 12-13. Her oldest Sailor Stars form is only around 10-11 though.

In SuperS and StarS the big bads just weren't Saturn level threats, and she chooses to only appear to be 12 to 13 like Chibi-Usa.

No. I hardly see 10 to 13 year old girls with breasts or a body that incredibly well developed but I think Hotaru is an exception. She pretty much has a perfect build and is a very sweet girl. Hotaru embodies what most might see as the perfect girl whether it be about looks or personality.

The problem is her age and grade are never given in canon.

We know she was attacked at age 9 sometime before the series starts.

We know that Uranus and Neptune had been fighting the Death Busters for at least one year, and likely more by the time S starts.

It would have taken time to get a school up and running, a year at least.

We know that the Death Busters actually build there equipment the old fashioned way. The Death Busters could only have been formed after the school, and we know that the Death Busters actually build there equipment the old fashioned way. It would be a year or two before they could start attacks.

I realize there are likely some flaws in my analysis, but it's just something I came up with in a few minutes. It's not unreasonable to think S takes place 4 to 6 years after Hotaru was 9.
