It's inaccurate to call a Dragon user a "Genwunner" because Dragon didn't really shine in gen 1. There was exactly ONE Dragon-type family (Dragonite) and the only damaging Dragon move was Dragon Rage, which dealt a constant 40 damage, meaning there were no moves in gen 1 that gained Dragon-type STAB. The REAL overpowered types in gen 1 were Psychic and Normal. Normal because of the high-powered moves like Explosion and Hyper Beam and the fact that it was only resisted by Rock and the Gengar line (pretty easy to cover for), and Psychic because of Mewtwo and because it was only resisted by itself. In fact, the whole reason Steel and Dark were introduced in gen 2 was because of how OP Psychic was.

Dragon only really became OP during gen 4, when it introduced the physical/special split, as well as Garchomp, a pokemon so meta-breaking it was banned to Ubers.
