I'm also intrigued. I'd say Garry's Mod, but I thought it only worked with the Source Engine. Fallout uses Source?

That's a Mod called Fallout 3 Sexus. But in some countries it's forbidden, because it enables some kind of "lolicon" (i think)

Its pretty buggy and most people crash to desktop on entering the vault where the mod is supposed to take place.
