It's said that Arcanine was meant to be one of the Legendary trio in place of Moltres, but in the end they made Moltres and with Moltres the Bird trio was born instead...

Arcanine is extremely rare, being accessable pretty much ONLY in or with pokemon red, and his stats are just a tiny notch below legendary. For the first 3 gens he had pretty much the best non-legend stats in the game, place rarity, he was basically a psuedo-legendary.

Arcanine isn't accessible only in Red. You can find wild Growlithe in Gold, FireRed, HeartGold, and through the DW. Arcanine's stats are DECENT not the highest nex to legendaries. It's much too frail and many pokemon outspeed it. Also, Arcanine doesn't even learn Flare Blitz or Heat Wave or anything; Growlithe does. The pokedex may say it's the Legendary pokemon, but thqat doesn't classify it as one.

...Also since it has a pre-evo and you can obtain multiple of them in one game. Yeah. No legendaries can do that.
