According to the dialogue that's either his older sister or some other older woman, not his mother. The thought balloon says "Th... this is an adult kiss......" and he's saying "Ne... nee-chan...". "Nee-chan" can either mean older sister or simply an older woman.

You sure? In that case I'd saw it was his sister because it seems that a woman that much older would be called oba-san, correct?
