He's referring to the fact that Falkner is the only first Gym Leader (before Generation V) that did not use Rock-types. That's why he's not in the picture.

Onix just has a big nose. I don't know, I feel Onix is one of those Pokémon that you can potentially just not draw well, he'll either come out looking pretty good, or he'll look like... that. Also, yeah, thanks Anon2.
