Well...except for a slight change, it's essentially the same guy. Talon originated as Taron in Link's Awakening.

The design of the characters did begin in Link's Awakening though. Their names in that was Tarin and Marin. When OoT came out, Talon and Malon were basically just design carry overs of Tarin and Marin. Note also the closeness of how their names are spelled; not a coincidence, I'm sure.
