I dont watch the anime but I'm a fan of spats/bike shorts enough to recognize this is the chick with the pink hair from hayate combat butler or somesuch. Don't know its name, just that it has a cute girl that wears these sexy sexy shorts I love.

Definitely not Sakura.
Sakura's bike shorts are longer; she wears knee-length socks, not thigh-highs; and her skirt is split on both sides enough that there would be some visible gap in this image's skirt if it was Sakura.

Or you could just read the tags to find out that it is Hinagiku from Hayate no Gotoku.
