Maybe.

First: Dizzy's father has not been definitely proven to be Sol Badguy according to what I've read.
Second: Incest AFAIK, requires more intimacy (i.e. sex) then what I'm seeing here. He's chained with one arm free and they seem to be holding each other with more affection than lust.

Conclusion: No incest (yet), but this image does support Sol Badguy being her father, IMHO
