This image proves just how impractical wearing a skirt on the battlefield is... or anywhere else for that matter when it's THAT short. Only Hikari from Pokemon can probably claim to have a more impossibly short skirt.
That low top is also not battlefield friendly, especially when childrens are around. Save the day, and then get slapped with fine for indecency (and if your heroics were on the air, an FCC fine as well). However, most folks around here probably wouldn't mind.
Tifa - Over 9000 adolescents traumatized and/or aroused by your minimalist clothing philosophy.

And a fun fact (but really just an axcuse for me to boast with my (completely pointless) knowledge): One of the game designers for FF7 actually stated that they originally had two designs for Tifa. The one you see before you and one with a tight jeans.
He said they eventually chose the miniskirt to have a stronger contrast to Aeris' long dress.
So if you really think about it we owe it all to Aeris ;)

Anon 1: You are treating this as if it was a real life situation, its just a game. Plus what outfit she wears in game does not matter because of the quality of graphics, do you get upskirts? no.
Lastly her outfit is perfect for her because she is martial art and melee based so she needs the freedom of movement. If she wore tight jeans and a long top they would just hinder her. Additionally she needs SOME sex appeal right? XD.

Her clothes don't actually do 'that' in her representations plus her outfit was enhanced for the movie, where the PHYSICS WOULD MATTER.
