It might be Yoruichi, I'm not going to tag it as such, because the affiliation between the two is a stretch. This is an artist's rendition of her /at best/.

Could someone please clarify this isn't another character? The hair and skin are a little light for Yoruichi.

it kind of looks like her but I agree with Rezaru, her skin doesn't seem right plus, if you look closely at her face you'll see this one has green eyes while Yoruichi has yellow eyes
