If you guys are really sure of it, then please go ahead and change the tag. I assumed it was Ultimecia because it was in the same blog post by this artist that had the picture of Golbez, Ultimecia and Terra together. I figured it was an alt costume or idea of her wearing an alt costume.

^ Actually, it IS Emperor Mateus Palamecia. It's his new alt costume from FF II's remake. Also, Ultimecia's new alt is Edea.
