Nina's sister sacrificed herself so there really could be no reunion, but there was no reason for Ryu not to have a reunion with his sister. In fact seeing as how the game started with him looking for her, the first 30% of the game revolving around trying to track down the phantom thief, and then having her play a semi-important role up until the end... it kind of feels as if not putting her in the ending was a grievous error.

Thing is, BOF 2 was co-written with square, but when around 75% or so of the game was done, Square broke it off with Capcom, leaving the other company to pick up he pieces. It is possible that Square had planned a reunion between brother and sister, but Capcom simply didn't understand that it was an important part of the game and just wrapped everything up quickly without even understanding the plot.
The final boss seem to suggest that a lot of things were just rushed as his design was awful and the final boss music (as well as the music on the final stages) really isn't up to par with the rest of the scores found in the game.

But yes, in the gameboy advance version they could have fixed this, but they seemed afraid to add stuff so instead we just got an image of Patty watching from afar.

Note of Interest: When you beat the game you see many characters in their battle sprites. Thing is -- Patty is shown to have a battle sprite herself.

So, was it originally planned that you would be able to fight her at some point?
