Most likely, it's a reference to how we brand cattle, except, in her case, with her Identification #. She's most likely a slave-in-training here, and was forced into this particular situation.

Poor girl. She couldn't have done anything evil enough to deserve this. If I was there I'd try to save her. I'd even give her delicate little feet a rub after I've rescued her.

You sure don't know of "WHAT" for evil things she can do - without even realizing that it's evil. A Hint: There is not sooo much different with her than with Hellsing's Alucard. Flandre is a crazy Vampire that loves to "toy" with People, even tough they get torn apart, mangled and ripped into Pieces in the most 'gory' Ways possible.

After you would have rescued her, you "should" make sure to have a Liter of Blood with you - "outside" your Body of Course. 'cause if Flandre is maybe thirsty, you would become her Drink and next Play-Doll. xP

It's a bit to rub her Feet when she tears you to Pieces, you see. : P
