the artist clearly is not a good mahou sensei negima fan, the outline is good, coloring is ok, but one mistake is taht she is a heterochromanic. meaning she has two eye colors, one of them blue and the other green

Nope, she had heterochromia in the manga as well, you just can't tell because it's in black and white. Look really closely at the cover of vol. 1.
