The student don't look scary at all. They look very tired but maybe that's not unusual. The gym bag in the background could indicate that they already had an exhausting day.
I don't know what the outlined people are supposed to depict. Maybe it would help to translate the writing on the two blackboards. But my interpretation is as follows. The teacher is writing something on the blackboard as she thinks about the previous lesson. In her imagination she sees herself reading something from book to the class. The red outlining shows the difference between her memory and the current situation. In her memory every student was present, fully awake and everything seemed quite normal. But now
- some students are sleeping
- one is talking to her neighbour
- one is missing her shoes
- some students seem to be missing completely
- one of the guys shaved his head bald and put an unidentifiable purple object on his head.

It would be great if someone else could elaborate on this or had some different ideas.

After posting my own incomplete ideas in the last post I have addressed the picture in a group of people to benefit from the knowledge of the many. There were many different interpretations but most of them were either incomplete or inconsistent. So at the end there was only one interpretation remaining.

We have come to the conclusion that this picture is meant to depict an ordinary class. The students cut school, are tired, distracted and try to catch attention by their non-conformant appearance (e.g. the purple mohawk). The teacher gives lessons with her back to the class, rather uninterested in her students, chalking down the things they have to learn.

But today something is different. The teacher seems to write something which addresses the aforementioned situation. You can see the mirrored transparent characters in the center of the picture, going from top to bottom. I still don't know what it says but I think someone translated it to something like "What passes the red becomes red," with the meaning of "Like teacher, like student."

As the teacher starts to think about this sentence she is shocked because it perfectly applies to her current situation with the class. The students are just like her. While she doesn't spend attention to her students, they don't spend attention to her. And they will most likely maintain this behaviour for the rest of their lifes.

The teacher does a mental correction of the situation with a red pen. She draws herself facing the class and the students being present, attentive and having a proper appearance.

As for all of that above, nice thoughts but...sometimes a cigar is just a cigar, you know? What makes me raise an eyebrow is that the girl on the left without shoes is wearing jeans instead of her uniform skirt ^^;

after taking a look at the rest of the work by the artist, all I can say is that it seems to be an original work. What leads me to say this is that most of the the other works were originals, and most of thoes have a reacuring character in similarly surreal situations. This character can be seen in here too. She is the girl that we can see in the front row.
Now what any of this means is anyones guess, but from what I have seen this work is one of the ones that is more grounded in reallity.

As for the whole interpretation thing: teachers often use pens with red ink for corrections in student essays and such. This is simply an extension of the concept, going from correcting misspellings to correcting the behavior of the class. Going from "it should've been spelled THIS way"* to "the class(including teacher) should be more like THIS".

*)Spelling is less of an issue in Japanese, but you get my point.

This strikes me as Nichijou fanart. I recognize some of the hairstyles (mohawk kid, afro in the back) and there also appears to be a Nichijou poster in the center of the chalkboard to the rear. Not seeing any of the main girls though. They might have been deliberately omitted by the artist.
