I already know that Ash is already stupid in the past but that is played for laughs since he is completely immature and too rash at most of his decisions which either works or mostly bite him in the ass. So we expect him to mature later on and he did. Sure he still acts idiotic, but he learns from his mistakes and improves in the future. But here, it looks like he never learned a thing and acts even more idiotic which is not funny at all.

There are a few theories that if you clone something enough there could have degradation of the genes, and thus braincells are less effective.
