So your telling me that during the fight between Mewtwo and Red's Chari- No, Red's *Mega* Charizard, Mewtwo (for some reason) decided to use (of all the moves he could've had in the entirety of that fight) Swift......in which Red countered with (of all attacks) Swift.....?

The special went by "game rules" (mostly). Each Poke had 4 moves.

Mewtwo: Swift, Psychic, Recover, Barrier
Charizard: Mega Punch, Slash, Swift, Fire Blast

Based off the TM list from Gen 1, yes muthfuckin' Charizard could learn Swift.
