Cortana would be forbidden in the Imperium due to a decree made by the Emperor about AI ("Abominable Intelligence") waging war against humanity in the past.

Chief needs an Iron Halo (for the name and it is the closest thing to an energy shield that Space Marines have).

If John had Aquila Power Armor and lived as long as an Adeptus Astarte Space Marine, Then yeah, he would be one of the most bad-ass simply because he could do as much as he has in such a short time.
That being said, There are a lot of stories to tell in the 40K universe, and there are many stories akin to the Master Chief's if not those of a more epic scale. 300 years of fighting is a long time, and the Adeptus Astartes have fought many wars.
