Satoshi is saying, "Pikachuu, juuman boruto da!!"

He is telling pikachu to use thunderbolt, but in Japanese, the move is literally called "10000 volts." Of course, "boruto" is what they call Bolt, as in Usain Bolt, so the pun is that he tells pikachu to use "10000 volts," but instead, he uses "10000 Bolts."

Sorry, I was the last Annonymous describing what is going on. Juuman boruto is 100,000 volts, not 10,000 volts.
