This is a satirical manga during 2016 Philippine Elections.
The guy with glasses and yellow shirt bragged about having hired the DC superheroes with money coming from kickbacks, especially Typhoon Haiyan. He is Mar Roxas.
The brown guy bragged about hiring the Avengers, with money he got from being Makati City mayor. He is Jejomar Binay.
While the old man in polo shirt who nearly cussed was Rodrigo Duterte, a dark horse candidate. He was stopped from cussing by Saitama, and alongside Goku and Vegeta, he offered to do the fighting, voluntarily.
Note to translator: the Typhoon in this comic referring to was the Super Typhoon Haiyan, not Typhoon Ketsana.
