No, it should not. It shouldn't be loli, because the loli tag should be reserved for when there is explicit nudity or sexual activity. There is neither here, aside from some leg (you see more leg when a kid wears short shorts or a bikini), and armin's reaction should be taken as showing Mikasa as sexual, except for the fact that she isn't intentionally showing anyone anything, she's just stripping to bathe, and armin is just being respectful, telling her to keep covered around guys. As I said, nothing sexual about it.
